The best places to propose in Bali are a private clifftop near Uluwatu, a villa lawn, the Ubud rice terraces in the morning and the Tanah Lot coast at golden hour, because each gives good light and a way to keep strangers out of the moment. Public viewpoints such as Nusa Penida's cliffs and Tegalalang are crowded from mid-morning. A helicopter changes the ranking: it removes the crowd, and a golden-hour flight over the cliffs with a bouquet and sparkling wine is $950 for the whole helicopter. Most couples choose a Bali proposal spot for the view and meet the problem on the day: other people. Sunset at Uluwatu, Tanah Lot and the Nusa Penida viewpoints draws crowds, and a kneeling proposal becomes a performance. So this list ranks places on three things, in this order: how private the moment can be, how good the light is at an hour you can actually be there, and how simple the logistics are on a day when a ring sits in your pocket.

Light times are for the dry season, April to October. From November to March showers cluster in the afternoon, so morning slots are safer.

The Bukit cliffs face west, so the last hour before sunset turns the grass gold and the sea copper. Sunset is about 18:05 in June and about 18:40 in late December. The public paths near Uluwatu Temple, which stands on a sea cliff about 70 m high, are busy at that hour, and the temple is a sacred site. The better version is a private plateau where the owner agrees to your visit. By helicopter you fly the temple cliff on the Uluwatu route, land at a cleared site and ask with the rotor stopped. That is the Landing package at $2,500.
Nothing beats it for privacy. You choose the hour and the guests, and nobody walks into the frame. The catch is access. A light helicopter needs roughly 25–30 m of flat, clear ground with no loose items, overhead lines or tall trees close, plus the owner's agreement and the operator's clearance. Green, layered and quiet at 07:30. Tegalalang is a day-trip stop, so the public terraces fill by mid-morning with visitors and photographers. The terraces are working farmland, so ask before you step off a walkway. From the air the picture is cleaner. The 12-minute Ubud flight follows the Campuhan ridge, the Ayung gorge and the terraces for $500, and you can ask over the steps with no queue below. The drive from the airport to Ubud is about 60–90 minutes.
Tanah Lot is a 16th-century sea temple on a rock outcrop, with surf on both sides. It is also the most crowded place on this list at sunset, and the grounds follow temple rules, so on the ground there is no privacy. In the air there is plenty. The Tanah Lot flight takes 18 minutes and costs $750 when timed to end at sunset, and the temple is a dark shape against the sun when you ask. We do not land at the temple or on its beach.
Beaches on Bali's east side, such as Sanur and the Nusa Dua lagoon, catch the sunrise at about 05:50 in December and 06:35 in June and July. At that hour you share the sand with joggers and fishermen, not crowds, and the reef-sheltered water at Nusa Dua is calm. Beaches are shared spaces, so a styled set-up needs permission from whoever manages the stretch. The helicopter's part is the second half of the morning: ask on the sand at first light, then fly the Bukit at 07:30 when the air is clearest.
For green and the sound of water, a deck above the Ayung gorge near Ubud gives leaf shade, birdsong and a table that is yours for an hour. Light under the canopy is dim and uneven, so brief your photographer on shade. The steep sides leave no flat ground for a landing, so the helicopter shows you the gorge from above on the Ubud route and a car takes you to dinner in the valley afterwards. These sites are private lodges and cafés, so ask the management for a quiet corner and any fee.
Jatiluwih is a UNESCO-listed cultural landscape (listed in 2012), with terraces spread beneath Mount Batukaru at 2,276 m. It is wide and calm, and a weekday morning can leave you a stretch to yourselves, though tour coaches do visit. It lies far from the south coast, which is why many visitors skip it. The 60-minute grand circle crosses it between Batur and Tanah Lot at $2,300 for the whole helicopter. We do not land inside the heritage landscape.
Kelingking's T-Rex headland, Broken Beach and Angel's Billabong are dramatic, and crowded for the same reason. The fast boat from Sanur takes about 30–45 minutes, then slow, steep roads lead to the rim. Edges are sheer and paths narrow, so stay well back from any drop and do not kneel near it. From the air the headland shows its whole shape. The Nusa Penida tour is 30 minutes for $1,150, and you ask over the cliff. There is no landing at the viewpoints.
Gili Trawangan, Gili Meno and Gili Air have no motorised vehicles, so you move by bike or horse cart. The west shores face the sunset. On Lombok's south coast, Selong Belanak and Tanjung Aan are wide, open beaches. A fast boat from Bali takes about 2–2.5 hours. The helicopter from Sanur to Gili T takes 30–40 min and costs $2,700 one-way for the whole helicopter, which includes its flight home. A proposal is a private moment, but several of these places are public or sacred, and a few simple rules apply. Temples such as Uluwatu and Tanah Lot are working sacred sites. Dress, access and photography follow the temple's own rules, parts can close for ceremonies, and a staged proposal is not a reason to bend them. Check the current rules and opening hours before you plan.
Balinese processions and prayer days can close a temple or a road at short notice, and on Nyepi, normally in March, the island is silent and there are no sightseeing flights; read Nyepi Day: can you fly. If a ceremony falls on your date, move the proposal, not the ceremony.
A helicopter does three things to this list. It removes the crowd, because the cabin is private and the only other person on the headset is the pilot. It gives you a view no public path offers: Tanah Lot, the Uluwatu cliffs, the Tegalalang terraces and Kelingking all look better from above than from a queue. And it makes distance cheap in time. Ubud to the Bukit is 1.5–2 hours by road and 14–20 min in the air.
